Carroll County, Maryland Awards Contract To ETC Simulation For An ADMS-COMMAND US System And Brings Virtual Reality Emergency Management Training to The Baltimore UASI Region


SOUTHAMPTON, Pa., May 17, 2011 — Environmental Tectonics Corporation’s (OTC Bulletin Board: ETCC) (“ETC” or the “Company”) Division, ETC Simulation located in Orlando, FL, is pleased to announce that the Carroll County, MD Government, Office of Public Safety and Support Services, Emergency Management Division, has awarded the company a contract for the purchase of an Advanced Disaster Management Simulator (ADMS). Carroll County is one of the seven jurisdictions which make up the Baltimore Urban Areas Security Initiative (UASI) Region.

UASI regions are Department of Homeland Security (DHS) designated areas considered high-risk for terrorist threats. Due to the high-population and high-asset characteristics of most UASI regions, they face unique multi-discipline planning, training and exercise requirements, with a high priority given to building and sustaining capabilities to plan for, respond to and recover from threats or acts of terrorism. UASI regions are challenged to develop and implement programs that support their local objectives, enhance regional collaboration and improve on-scene and strategic capabilities in the event of a real-life event.

During a recent Carroll County Government public session, the Board of County Commissioners offered a collective statement regarding the acquisition of the ADMS system: “We believe and support the fact that the ADMS Command system will provide the County’s Office of Public Safety Support Services, Emergency Management Division the necessary tools that will enable the County to provide the most sophisticated training in a cost-effective and efficient manner to our County Public Safety Community and our local municipalities. This will allow us to enhance our level of preparedness, both at the local level and at our UASI Regional level. We are very pleased that we are in a position to bring this technology to our County and improve our ability to manage events that will face the County, our municipalities and our residents.”

Carroll County will receive the ADMS-COMMAND US training system. This system offers realistic simulated environments, including a metropolitan and industrial area, as well as an airport and seaport. These environments further consist of ten high-fidelity incidents, including a multi-purpose building, warehouse, mall, two highway locations, a fuel farm, two separate runway locations, an airport terminal platform and a dock at a port.

The Carroll County training instructors will realize the ability to create an unlimited number of customized master scenarios in support of their specific training and assessment objectives. Real world incidents can be reproduced with incredible realism by injecting a number of different threats and variables. Consistent with the UASI Initiative, the ADMS-COMMAND US system offers terrorist and hostage related emergencies, bomb situations, hazardous material events, aircraft incidents, fires and even traffic accidents. Because ADMS was designed to support and promote multi-agency collaboration, Carroll County will be able to rehearse coordinated response activities with their neighboring agencies and ultimately enhance their region’s collective efforts to protect the Baltimore UASI communities in the event of a real-world event.
